Core turns revolve around draft-and-resolve rounds: commit actions, resolve conflicts, then pivot as event decks introduce 7 escalating complications. Scenario goals favor adaptive teams: one mission asks for diplomatic efficiency, the next demands aggressive engine conversion under time pressure.
